Young Dragon Runners

Howard School was well-represented at the Robert Cipriano Memorial Cross Country meet on Saturday, October 19th. Congratulations to Amina Ferris, Leila Saad, Zeinab Saad, Erin Moran, Thomas Pastor and Steven Rios for finishing in the top ten in their age category. Also, the 4th grade girls won the team portion of their race. Congratulations!!

Though it was a rainy morning to run, all of our students did well. A big thank you goes out to all the parents for bringing their child to the race and supporting our school.

Thanks to all the students and parents who came out despite the chilly temps and wet conditions to make the second annual Robert Cipriano Memorial Cross Country Meet a great success!!!!!!!

November 5, 2013 S.M.A.R.T. School Bond

The Dearborn Board of Education will be asking voters to approve a $76 million bond proposal on the November 5, 2013 ballot. The district will be working with each school to hold informational meetings for parents and community members when school resumes in the fall.

The Development of the S.M.A.R.T. School Bond
During the month of April, meetings were held at each school to solicit input from parents and staff members regarding items that might be included in a bond proposal. Following the meetings, the information gathered was reviewed by a team from the school and architects in order to develop a plan to address the needs of each building.

A final proposal has been reviewed by the Board of Education and is in the process of being approved by the State of Michigan.

An important aspect of the voter approved bond is there would not be an increase in the mill. rate taxpayers are currently paying to retire existing bond debt. This is due to existing debt being paid off and thus the new bond proposal would replace what is being paid off.

Factors that led to the district putting together a bond proposal include the following:

• Parents have asked the district to consider adding a system of remotely unlocking doors and video cameras at entrances of all schools in order to enhance security.

• Over the last 5 years the Dearborn Public Schools has had an 8.1% decrease in the per-student funding amount provided by the state of Michigan resulting in fewer dollars available for general maintenance of the district’s 35 buildings, technology, and busses.

• During the same 5 year time period the amount of general fund dollars the district has been able to commit to the upkeep of facilities has decreased from just over $5 million dollars per budget year to just around $1 million per budget year. The district has 35 buildings with an average age of 58 years. Twenty- three buildings are between 50 and 90 years old with 11 of those buildings being over 80 years old. This aging inventory of buildings has led to increased cost in order to continue to provide students with a safe, healthy, and energy efficient learning environment.

• The district has experienced annual enrollment growth over the past 25 years gaining more than 6,800 students across the district. Although the growth has been good for the district, the additional numbers have had an impact on building capacities and stretched school resources.

• The State of Michigan is moving to a testing model that requires all students to have access to on-line testing. The state has not provided any funding to cover the cost associated with this massive increase in the daily use of technology in the classroom.

• The district has not purchased a new bus for its fleet of nearly 100 busses in 4 years and the average age of a district bus is 9 years old. The aging fleet results in more resources dedicated to maintaining a safe and “road ready” fleet of busses.

• The district has not asked the voters for funds for capital improvements since the 2002 bond. That proposal saw all projects completed on time and on budget. The district has shown good stewardship of tax dollars by refinancing bonds at lower interest rates saving tax payers millions of dollars.

Summer Learning Opportunities

This summer we have a number of learning opportunities for our students:

  1. Study Island – All students at Howard School (Grades 1 to 5) have access to a Study Island account.  This is a great way for our students to review math, writing and reading content.  To access Study Island, go to www.studyisland.com.  If you cannot access your child’s account, e-mail Mr. Denison:  denisoa@dearborn.k12.mi.us.  He will help you figure out your child’s correct username and password.
  2. TumbleBooks – Howard student may also access reading materials from a website called TumbleBooks = http://www.tumblebooks.com.  The username for our students is ‘howardes’ and the password is ‘books’.
  3. The Howard School media center will be open from 9:00 – 11:00 a.m. the following dates this summer:  June 25, July 2, 9, 16, 30, Aug. 6 & 13.
  4. The PTA Read-A-Lottery Program.  Encourage your child to read books this summer.  All books read should be recorded and turned into next year’s teacher in September.  Students will earn prizes for their participation.  The school goal is over 150 student readers who read over 8000 books.  You can do it!

Encourage Summer Learning

Help students improve skills through reading during the summer months. Summer is an opportunity for families to build on the social, emotional and academic gains that their children have made during the school year.  Most students, even those “at-risk,” make progress during the school year. Summer is the time they fall behind. Michigan’s public libraries provide free, voluntary reading programs throughout the summer for families, children and teens. The programs encourage reading through contests and prizes; through onsite and online activities that engage children through their personal lives and interests; and by hosting special performances to motivate children in their communities. Libraries encourage parents to develop family literacy behaviors and provide developmentally appropriate programs for a wide range of ages to create a culture of fluent reading.  In many areas, libraries participate with local social service agencies to bring these enrichment programs to underserved and disadvantaged children.  Your local public library can help your students maintain and even improve their reading skills over the summer with the 2013 campaign. While summer school provides some academic support, there are activities that students can engage in that will maximize their growth and help them start the next school year, having made growth over the summer.

Young Fives Program

Dearborn Public Schools “Young Fives” Program

Location: Lindbergh Elementary School 500 N Waverly, 313-827-6300.

The Young Fives program is designed for students who are age-eligible for kindergarten, and who require additional time to develop their emotional, social, physical, and/or cognitive/academic skills.
An eligible Young Five must be able to demonstrate the ability to participate in developmentally appropriate classroom and social activities as well as to attend to personal needs independently. This additional Young Five year will allow students to develop at an individual pace yet provide opportunities to explore all academic and enrichment areas provided to kindergarten students.
At the completion of the Young Five program, children will attend either a full year of kindergarten at their home school or be recommended for 1st grade based on individual growth as determined by the school team working with parents.
The Young Fives program is part of the K-12 state funded public school program. Children attend five full days per week and follow the DPS school calendar.
Students participate in all activities provided for students at Lindbergh Elementary School.

Enrollment for the 2013-2014 school year
All children must be 5 years of age by December 1, 2013 with a waiver on file for children with birthdates after November 1, 2013. Waiver must be filed by June 1, 2013. Special consideration will be given to applicants with birthdates between June 1 and November 1.
Deadline for enrollment is June 15, 2013.

Parent Participation
All families are expected to participate in school and PTA functions as well as to volunteer whenever available. All children are expected to maintain on time and regular attendance at school.

Transportation
Parents are responsible for transportation to Lindbergh Elementary School. Students accepted into the program will return to their home school to attend kindergarten the year following completion of the Young Fives program.
